There is a custom ROM released for HTC One showing version 4.3 of the Android operating system. The ROM is probably based on a version that is tested internally at HTC. One recently got another update to Android 4.2.

The ROM appeared on the developer forum XDA Developers and was designed by a developer who is known as LlabTooFeR.
