Dutch Dota 2 players can see content lootboxes for purchase

Dutch players of Dota 2 seem to be able to see the contents of lootboxes before they proceed to their purchase. Presumably this change is related to the critical attitude of the Dutch Gaming Authority about lootboxes in a number of games.

A Dutch reddit user posted a screenshot showing that in the Dota 2 store the contents of a so-called treasure can be viewed before the lootbox is opened. According to a report to the item, this can only be done in ‘his region’. As soon as a loot box is purchased, the contents of any subsequent loot box can be viewed. It is also no longer possible to buy multiple lootboxes at the same time and the Steam Market to sell items again can not be used. Valve has not yet officially responded to this change.

This new option for Dutch Dota 2 players probably depends on the criticism from the Dutch Gaming Authority . That body finds that lootboxes are illegal because players can trade their contents. The latter was previously made impossible by Valve by blocking Steam Trading and the Steam Market in the Netherlands for Counter-Strike: Global Offensive and Dota 2. This made trading in items from those games impossible . That trade is now possible again in CS: GO; the objections of the Gaming Authority may have caught Valve in this game by ensuring that Belgian and Dutch players can no longer open new lootboxes .

The latter has not been implemented in Dota 2. Probably this year, Valve hopes for Dutch Dota 2 players to respond to the objections of the authority, in the presumable assumption that the gambling element is at least partially removed if players know exactly what is in the next treasure chest. The question is whether this is sufficient, because there still seems to be a betting element: players now know what is in the current lootbox, but to see what is in the next box, the first box must be bought .

It is unclear whether this change in Dota 2 is or will be implemented for Belgian players. The Belgian Gaming Commission was, in comparison with the Dutch Gaming Authority, if possible even harder in its judgment on lootboxes: the agency said at the end of April, for example, that lootboxes in CS: GO are in violation of Belgian law. The committee threatened with million penalties and high prison sentences if no adjustments were made.

The reddit page has already been suggested by superiors to change the location to the Netherlands, in order to be able to make use of the possibility to view the contents of lootboxes for purchase from other countries. However, Valve does not allow this under the terms of Steam : Players may not use proxy or other methods to circumvent geographic restrictions on their accounts, to use prices that are not applicable in the registered country, or for any other goal.
