European Parliament votes for mandatory European offer

The offer of video-on-demand services such as Netflix and Amazon Prime should consist of 30 percent of European productions. The European Parliament has voted for this plan by an overwhelming majority.

The European Parliament wants a quota of 30% of European productions, in order to support the cultural diversity of the European audiovisual sector. The various video-on-demand platforms are also asked to contribute to the development of European productions, whether or not by investing directly in it or by investing in national film funds. How much the platforms per Member State should contribute depends on the level of on-demand revenue in each country.

The new rules were adopted by the European Parliament with 452 votes in favor, 132 votes against and 65 abstentions. Now the Council has to deal with it, but it is very unlikely that no rapid agreement will be reached with this institution; previously the Director-General for Communication Networks, Content and Technology of the European Commission called this vote ‘ only a formality ‘. Moreover, the Council, the European Parliament and the Commission have already agreed on this before.

Because it concerns an EU directive, Member States have 21 months after final approval to transpose the rules into national legislation. It is only from that moment on that the platforms are obliged to keep to the quota.
