In the United States banned the GLONASS

Russia will not be able to build on American soil GLONASS ground stations designed to improve the accuracy and reliability of the Global Positioning System. Although the U.S. government is not primarily expressed fundamental disagreement, they now come to the conclusion that the placement of such stations may pose a threat to national security.

Signed by U.S. President Barack Obama (Barack Obama) law on the military budget for 2014 actually prohibits construction on U.S. territory GLONASS ground stations, reports The New York Times.

The idea of building ground stations differential correction and monitoring, which would allow to improve the accuracy and reliability of the GLONASS satellite navigation system abroad, was first proposed by the Russian Space Agency about two years ago.

To improve the accuracy geopositioning necessary with the greatest possible precision to know the real coordinates (ephemeris) GLONASS satellites, for which it is desirable to keep watching them from the greatest possible number of points on the Earth’s surface.

Actual coordinates of the satellites are compared with their ephemeris calculated using a mathematical model that takes into account a lot of factors that influence until the spacecraft solar wind. Problem of mathematical model – the probability to locate the satellite centimeters to several days ahead. Input parameters for constructing matmodeli are data on sightings of the real movement of the satellite.

U.S. authorities have voiced the suspicion that with the help of monitoring stations GLONASS satellites Russia intends to pursue other goals, which is silent. Ministry of Defense and the CIA agreed with the authorities that the station can be used for spying.

According to Obama signed the law, Russia will be able to build in the U.S. ground stations GLONASS only if the Minister of Defense and Director of National Intelligence will be able to convince Congress that the station will not be used for espionage purposes, improve the efficiency of Russian weapons and will not harm the commercial attractiveness of the U.S. Global Positioning System GPS.

“The idea was to make it virtually impossible or impossible to build ground stations”, – said the representative of the Republican Party, who wished not to be named because of the ban on dealing with the press.

Representatives of the Ministry of Defense and National Intelligence tried to soften the tension, saying that negotiations with the Russian authorities are ongoing and no final decision has yet been taken.

Relations between Russia and the U.S. are currently not the best, says New York Times. The reasons for this lie in the fact that the Kremlin granted political asylum Edward Snowden (Edward Snowden), a former employee U.S. National Security Agency, which published the documents on the activities of agencies, as well as in support of Russian President Bashar al-Assad.

GLONASS is a system similar to the American geopositioning GPS. Initially, the system was put into operation in the interests of the Defense Ministry in 1993 with 12 satellites. In late 1990 the government announced that the GLONASS system will be dual purpose: for both military and civilians. Currently, according to the purpose of 24 satellites used, just as in the grouping of 28.

In February 2013 it was reported that the United States not fundamentally opposed to the construction of ground stations GLONASS on its territory. Requests were sent to other states – more than 30 countries. From the majority was obtained in principle.
