Providers may continue to count in exceptional cases roaming costs after 2017




Providers may in exceptional cases still charge extra for roaming after the abolition of roaming charges in June 2017. This is evident from the final text of the regulation that the Council of Ministers has put online.

The charging of additional fees may only if providers can not cover the costs as people roam on their network, says in the text . If a provider does not come from the fees it can with all necessary information to the national telecommunications authority and steps that ask for permission to charge extra costs. In this way a roaming provider may make cover costs. Making profit on roaming despite the exception still banned.

The regulations provide that it will happen in exceptional cases, but it is not foreseeable how often that will happen. A provider should again support each year to demonstrate that the additional costs are required. It is unknown whether Europeans should also pay additional fees or providers that charge alone together.

The regulation also shows that the date of June 15, 2017 before the end of roaming charges is not quite sure. Before that, the European Commission should first iron out some problems in the market for wholesale charges for roaming.

If roaming is abolished, however, users can not use unlimited internet abroad. Providers will adopt a ‘fair use policy’. How high the “fair-use limit will be, the European Commission decides on a half years based on usage of mobile internet at that time. That limit can also be adjusted later.
