The Commission stated in its report that access to the Internet amounted to saturation in rich economies, but there are 90% of people in 48 of the poorest countries in the world without the Internet.

It is expected that Internet users growth rate to slow to 8.1% this year, down from 8.6% in 2014. The high growth rates of two digits for the year category, and so until 2012. The report said: “We have reached a turning point in the growth of the Internet point.” .

The report said that “more than half the world’s population – about 57%, or more than 4 billion people still do not use the Internet regularly or actively.”

The Commission attributed the growth slowed to the cost of extending infrastructure to customers in rural and remote areas, and to a sharp slowdown in the growth of mobile cellular subscriptions globally.
