A US government commission has prepared a draft regulation which the drones flying over inhabited areas and crowds is permitted under certain conditions. For example, should the supply of goods with drones in cities are possible.

The draft regulation takes the form of a recommendation to the FAA supervisor and was seen by Associated Press. In February announced the FAA to look for ways to ease the drone legislation. The regulation distinguishes between four categories. The first category applies to very light drones that can fly without restriction over a crowd. There should only be a certification site, indicating that no more than one percent chance of serious injury if the drone with maximum force crashes.

In the other categories is that the drone remains six meters above the crowd and no closer than three meters horizontally from one person removed. Recreational drones fall into the second category without weight limit and may fly above people depending on design and operation. The third category includes drones that are used for special purposes and have permission to fly over a certain area. Drones in the fourth category may be used only if there is a congested area plan is present and can be used for longer time above crowds.

In the Netherlands, on 1 July, the fire brigade and the police drones deploy over crowds, this is the result of a relaxation of the rules. The Dutch police in January began with the training of drone pilots
